Modcloth Hack?

I don't love this pattern (or modcloth's prices!) but I like the shape and the ruffled collar is really cute. I'm thinking I want to try to hack this with a material in my choice, just taking a basic tank dress and adding an elastic waist and some ruffles. Maybe one at the hem? From Modcloth
